THE HM Treasury has issued a guidance note on operating within the UK’s counter-terrorism legal framework, which includes sanctions measures.
Although the guidance note is aimed at Non-Governmental Organisations (NGOs) it is relevant to other sectors.
Like other guidance on sanctions and related measures previously issued by HM Treasury, the guidance note is neither applicable in the Bailiwick nor binding on its authorities.
It is important to be aware that much of the UK’s counter-terrorism legislation has extra–territorial effect and applies to the actions of British nationals wherever they are in the world.

- It is drawn to your attention on the basis that Guernsey’s counter- terrorism legislation mirrors that of the UK in most areas and HM Procureur has confirmed that prosecution decisions in Guernsey would be made following a similar approach to that referred to in the guidance note.
